Rust memory service

A gRPC recall service: four-tier recall over TurboQuant-quantised vectors and HNSW, with local BGE embeddings at roughly 5 ms per call. Recall gates and latency gates sit in front of every answer, and chaos drills cover the fallbacks.

It serves recall for the Intervues interview engine, which calls it over gRPC as part of every interview turn.
